NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL 2023 Master Fees and Charges Hearing Date, Time, and Location Tuesday, December 6, 2022; 5:30 p.m. City Council Chambers – 3rd Floor 380 A Avenue Lake Oswego, OR 97034 This meeting will be conducted both in-person at City Hall or virtually via Zoom. Several avenues are available to the public for viewing this Public Hearing or participating remotely. The meeting will be livestreamed on the City’s YouTube Channel and at https://www.ci.oswego.or.us/ as well as broadcast live on Tualatin Valley Community TV; check their website for details. Nature of Hearing The City Council will hold a public hearing to discuss and adopt changes to the City’s fees and charges, including proposed increases to utility user charges, Resolution 22-29. All fees go into effect on January 1, 2023 with the new calendar year, except for the utilities. Those new fees for services go into effect as of July 1, 2023, the first day of the new fiscal year. Many fees charged by the City are set to recover either all or part of the costs to provide the service, to remain affordable and to be competitive with similar services in the City or neighboring jurisdictions. Every year departments review their fees and modify them where deemed necessary, and often modify them by a cost index. Increases are proposed for a variety of department-based fees. The draft 2023 Master Fees and Charges booklet showing proposed changes will be posted online with the materials for the December 6, 2022 Council Meeting. Time Limits on Testimony The purpose of time limits on testimony is to provide all interested persons with an adequate opportunity to present and respond to testimony while at the same time ensuring that the hearing can be conducted in an efficient and expeditious manner. A time limit of three minutes per person for testimony shall be observed, but may be changed by the Council. Decision The City Council may make a decision following the hearing.
