2023-25 State Transportation Improvement Fund (STIF)

PUBLIC NOTICE 2023-25 State Transportation Improvement Fund (STIF) NOTICE IS HEREBY GIVEN that the Yamhill County Board of Commissioners (BOC) as the Qualified Entity intends to apply to the Oregon Department of Transportation (ODOT) for State Transportation Improvement Formula Funding (STIF) as set forth under OAR Chapter 732, Division 40, Section 0030 and 0035, Division 42, Section 0020, and Division 44, Section 0025. The Yamhill County Transit Advisory Committee (YCTAC) was formed in 2018 to assist the Qualified Entity which is the Yamhill County Board of Commissioner to carry out the purposes of the STIF Formula Fund and the Advisory Committee requirements are specified in ORS 184.761 (1). YCTAC advises Yamhill County Board of Commissioners as the Qualified Entity on the development of the STIF planning process and prioritizes projects proposed to receive STIF Formula Funds. Starting with this 23-25 biennium this funding also includes population-based funding for older adults and people with disabilities. These projects will be prioritized in conjunction with all STIF projects. The Oregon Department of Transportation Funding source for older adults and people with disabilities formerly known as the Special Transportation Fund (STF) is now combined with the State Transportation Improvement Fund (STIF) so all transportation providers in Yamhill County who transport older adults and people with disabilities and have applied for STF funds in the past or organizations interested in applying for funding for operations or capital for elderly and disabled services must submit a new STIF sub-provider application to Yamhill County by December 16, 2022. The applications are available at YCT office located at 2050 NE Lafayette Avenue, Suite C, McMinnville, Oregon 97128 or online on the YCT website at www.ycbus.org or interested parties may contact the Transit Manager at 503-474-4910 or email thompsonc@co.yamhill.or.us and request an application. YCTAC will meet on December 20, 2020, from 3:00 pm – 5:00 pm and January 10, 2023, from 3:00 pm – 5:00 pm to discuss and rank the STIF projects and make a recommendation to the Yamhill County Board of Commissioners for the 2023-25 STIF plan and application to ODOT as required by OAR Chapter 732. The Board of Commissioners as the Qualified Entity will hold a public hearing on January 12, 2023, at 10:00 am to approve the STIF plan and authorize submittal of the 2023/25 STIF Plan and application to ODOT by January 16, 2023. All YCTAC members, local staff, and interested public are asked to attend the meeting in person at 2060 NE Lafayette Avenue, McMinnville, OR 97128.
