CITY OF SALEM, OREGON SCATTERED SITES – SIDING, WINDOW, & DOORS REPLACEMENT PROJECT Bids due: January 31, 2023 @ 2:30 pm INVITATION TO BID The Contracts and Procurement Manager of the City of Salem on behalf of the Salem Housing Authority will receive bids electronically through Equity Hub’s Bid Locker until but not after 2:30 p.m., (Local Time) Tuesday, January 31, 2023, at which time said bids will be publicly opened and read virtually using Zoom, for the project specified herein The Zoom call in information will be posted on OregonBuys at least 3 days prior to bid opening date and time. WORK DESCRIPTION: The work to be done under this contract includes the removal of existing siding, windows, and doors including proper, legal disposal. Install new siding, windows and doors. Details are provided in Architects specifications and drawings. Install is to be in accordance with manufacturer and Architects specifications. The five (5) properties are managed by the Salem Housing Authority (SHA). It should be assumed that the units will be occupied during the course of the contract. All entry must be coordinated at least 48 hours in advance as SHA is required to give written notice of any on site work, especially where entry is required into the unit. The contractor will keep the job site in a safe manner to keep the tenant any visitor safe from injury. It is the responsibility of the contractor to protect the tenants and their personal property from unnecessary dust, debris, theft or damage. Protect all landscaping from damage including placing protective covering on lawn areas to prevent ruts from forming and restore all landscaping to original condition or better before final inspection. The contractor is responsible for all damage to the premises or its contents. Clean-up and disposal of all debris to be done at the end of each working day is required. Construction debris not picked up each day may be removed by SHA at the contractor’s expense. PRE-BID CONFERENCE: A Mandatory pre-Bid Conference will be held on Monday, January 9, 2023 @ 2:00 PM, that will last approximately 1 hour, and will be held in front of 155 Oakmont Court SE, Salem, OR 97317. BID SUBMITTAL: Bids must be submitted on the bid forms furnished to the bidders. AWARD: The City of Salem (City) reserves the right to reject any or all bids, to waive informalities, and to postpone the award of the contract for thirty (30) days. SOLICITATION FOR SUBCONTRACTS, INCLUDING PROCUREMENTS OF MATERIALS AND EQUIPMENT: In all solicitations either by competitive bidding or negotiation made by the Contractor for work to be performed under a subcontract, including procurements of materials or leases of equipment, each potential subcontractor or supplier shall be notified by the Contractor of the Contractors obligations under a contract awarded pursuant to this bid, Salem Revised Code Chapter 97, Title VI of the Civil Rights Act of 1964, and other federal nondiscrimination laws. PREVAILING WAGE RATES No bid, exceeding $2,000 will be received or considered by the Salem Housing Authority or any of its officers unless the bid contains a statement by the bidder (by signing his proposal) that the provisions of the Davis-Bacon Act (40 U.S.C. 276a) shall be complied with. Every contractor or subcontractor is required to post the applicable prevailing wage rates in a conspicuous and accessible place in or about the work-site for the duration of the job. Contractors and subcontractors who intentionally fail to post the PWR can be made ineligible to receive any public works contract for up to three years.
