CITY OF DONALD, OREGON PUBLIC WORKS DEPARTMENT MATTHIEU STREET IMPROVEMENTS PHASE 2 Bids due: February 2, 2023 @ 2:00 pm INVITATION TO BID Bid Opening: Sealed Bids will be received by the City of Donald, P.O. Box 388, 10710 Main Street NE, Donald, OR 97020, until 2:00 pm, February 2nd, 2023. Proposals shall be in clearly marked City of Donald -Matthieu Street Improvements Phase 2 and shall be emailed to Hunter Bennett-Daggett, Assistant City Engineer, at hunter.bennett-daggett@tetratech.com, on or before the above Bid date and time. The timepiece used to determine the precise passing of the Bid Opening Date and Time shall be the clock on the computer of the Assistant City Engineer; as shown on the email receipt timestamp associated with Bidder’s email in Assistant City Engineer’s email inbox. Bidder may contact the Assistant City Engineer at (503) 598-2510 to inquire about the computer clock’s exact timing. No hard copies or faxed quotes will be considered. Bids sent prior to the bid opening date and time, but not received before the closing time will not be opened. Bids will be publicly opened using online meeting software. A link and conferencing information to the online bid opening is provided on the following page. The bid opening procedure will be recorded. First-Tier Subcontractor Disclosure Statements must be submitted by email on the same date by no later than 4:00 PM. The work is part funded by an SCA grant (agreement no. 34538) and will be subject to BOLI – State Prevailing Wage Rates. By submitting an electronic bid, the bidders certify that the signature on the electronic bid is treated as an original signature for the purposes of the bid. The bidder also certifies that an original bid bond will be mailed to the City of Donald with a post-date no later than February 2nd, 2023. It shall be mailed to: City of Donald, P.O. Box 388, 10710 Main Street NE, Donald, OR 97020. The work consists of approximately 265 square feet of asphalt and concrete demolition, 3,906 square yards of 2-inch asphalt overlay, 687 square yards of variable depth asphalt overlay, 2,936 square yards of variable depth asphalt grinding, 901 lineal feet of 5-foot wide sidewalk and curb including 3,042 square feet of sidewalk and 1,361 square feet of concrete driveway apron, seven ADA ramp installations, 85 linear feet of storm drain pipe, one catch basin, pavement markings, survey, hydrant relocation, sign relocation, valve adjustments, erosion control, traffic control and other work as defined in the Bid Documents. Pre-Bid Conference: A non-mandatory pre-bid conference is planned for this project on January 12th, 2023 at 10:00 am at City Hall. The pre-bid conference will include a site visit. All Bidders are strongly encouraged to attend. Oregon Public Contracting Law: Bidders are required to comply with applicable biddings and contracting procedures, rules, and regulations. This includes requirements for the First-Tier Subcontracting Form and compliance with wage rate requirements. Bid Security: Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279.029. Each proposal must be submitted on the prescribed form and accompanied by a bid bond payable to the City of Donald in an amount not less than five percent (5%) of the bid amount. Owners Reservations: The City of Donald reserves the right to reject any or all proposals for good cause, or any or all bids upon a finding of the Owner that it is in the public interest to do so, and to accept that proposal which is in the best interests of the City of Donald.
