EUGENE WATER & ELECTRIC BOARD HILLYARD TRANSMISSION MAIN REPLACEMENT Bids due: February 15, 2023 @ 2:00 pm INVITATION TO BID ITB 23-011-PW The Eugene Water & Electric Board (EWEB) requests bids from qualified contractors for the Hillyard St 36 Transmission Main and 24 Storm Drain Replacement. The work will include replacing the existing 12 storm line with a 24 storm drain and will require coordination with the City of Eugene. Contractor will be required to notify, coordinate, and comply with the City of Eugene communication, safety, and restoration requirements. Bidders shall meet Minimum Qualifications for Contractor and specialty sub-contractors, as defined in the bid packages. In summary, these Minimum Qualifications include: Contractor: — The General Contractor shall have successfully managed/completed, during the past ten (10) years, at least two (2) water pipeline or related projects that included the installation of welded steel potable water pipelines 36-inches or larger and al least 1000 feet in length. — The General Contractor shall have successfully managed/completed, during the past five (5) years, at least three (3) ductile iron water pipeline installations with a diameter of 8-inch or larger at least 1000 feet in length. — The General Contractor shall have successfully managed/completed, during the past ten (10) years, at least three (3) pipeline projects involving constructing 24-inch or larger storm drain at least 1000 feet in length. — The proposed construction superintendent shall be currently employed by the qualified General Contractor and shall have been the construction superintendent on no less than two (2) welded steel potable water pipelines 36 inch or larger, three (3) storm drain projects, and three (3) ductile iron water main installations, during the last ten (10) years. — The qualified construction superintendent will be required to be on the project site in responsible charge, full-time, during all construction activities. Subcontractor: — Proposed Welding subcontractor shall have successfully completed at least three (3) welded steel pipelines, at least 1000 feet in length, at least 36-inches in diameter over the last five (5) years Bidders shall comply with all BOLI and CCB requirements, as outlined in www.oregon.gov/BOLI and http://www.oregon.gov/ccb/Pages/index.aspx. Bid Submission Deadline: Sealed bids shall be submitted to Wendy Lopez, Purchasing Analyst, before 2:00 PM Pacific Standard Time, on Wednesday, February 15, 2023 and delivered according to the bid submission instructions contained in the bid solicitation document. Bids will be opened immediately thereafter and recorded. First-tier Sub-contractor Disclosure Form (Section 00430) shall be submitted, preferably in a separate envelope by 4:00 PM PST, on Wednesday, February 15, 2023. Bids and required Sub-contractor Disclosure Form received after their respective deadlines will NOT be considered. No faxed bids will be accepted. A pre-bid meeting will NOT be held. By submission of a bid, the Bidder agrees to comply with the provisions of 279C.800 through 279C.870 relating to the latest version of State of Oregon’s BOLI Prevailing Wage Rates. EWEB may cancel the Invitation to Bid or reject any or all bids pursuant to EWEB Rule 5-0440.
