WASHINGTON COUNTY, OREGON CONSTRUCTION MANAGER/GENERAL CONTRACTOR SERVICES FOR CONSTRUCTION OF THE ADDICTIONS TRIAGE & TREATMENT (CATT) PROJECT, FACILITIES & PARKS DIVISION Proposals due: March 31, 2023 @ 3:00 pm REQUEST FOR PROPOSALS Washington County, Oregon is requesting sealed proposals from qualified firms to provide Construction Manager/General contractor (CM/GC construction manager/general contractor (CM/GC) services for construction of the addictions triage & treatment (CATT) project, Facilities & Parks Division. The Washington County Board of Commissioners authorized the use of an alternative bid method for contracting for the selection of a CM/GC contractor to provide these services at their Tuesday, February 7th, 2023, meeting. An informational pre-proposal conference will be held via Zoom on Thursday, March 16, 2023 at 10:00 am. More information can be found in the Introduction Section of the Procurement Portal posting under Timeline. Proposals must be received by 3:00 pm Friday, March 31, 2023. The County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all proposals upon a finding by the County it is in the public interest to do so. A copy of the Request for Proposal document is posted on https://secure.procurenow.com/portal/washington-county-or. Proposal documents can be viewed and downloaded from the site. The County’s electronic solicitation portal can also be accessed at www.washcopurch.com/biz. Proposer is responsible for checking the site for any addendums before submitting their proposals. The Washington County Board of Commissioners reserves the right to reject any and all proposals and to waive any and all informalities in the best interest of the County. Proposals must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. Proposers must comply with the statement in the bid form regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage. All proposers must be registered with the Oregon Construction Contractors Board prior to submitting a proposal. Failure to be registered will be sufficient cause to reject a response as non-responsive. Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Proposers must conform to the requirements of these documents and all related, applicable laws. Contractor shall demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program.
