CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO. CU-002-23 COSTCO WHOLESALE FUELING FACILITY EXPANSION NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning and Zoning Hearings Board (PZHB) at or shortly after 6:30 pm, at their regular meeting on Wednesday, April 5, 2023. This meeting will be held in person in Conference Room 113, located on the 1st floor at the Civic Center, 150 E Main Street, Hillsboro, AND remotely via Zoom. Instructions on how to join the Zoom virtual meeting are listed below. At this hearing, the PZHB will consider a request for Conditional Use approval to allow an expansion of an existing wholesale retail fueling facility located on a site approximately 21.89 acres in size. The proposed expansion would include a canopy expansion of approximately 3,336 square feet and installation of four multi-product dispensers, a controller enclosure, and transformer. The project includes removing 17 parking stalls, landscaping, including the removal and replacement of several trees and directional ground painting. The applicant received Conditional Use approval in August of 2018 (Case File No. CU-010-17) for a similar scope of work, which expired in August 2020. The subject property can be specifically identified as Tax Lot 200 on Washington County Assessor’s Tax Map 1N2-28DC and is generally located north of NE Cornell Road, south of NE Airport Road, east of NE Brookwood Parkway and west of NE 48th Avenue. The property owner is Costco Wholesale, Inc., and applicant is Julie Anderson, Barghausen Consulting Engineers, Inc. The applicable approval criteria for this application may be found in Section 12.80.020 of the Community Development Code (CDC). All interested persons are invited to attend this virtual hearing on Zoom (instructions below) and will be given an opportunity to be heard concerning the proposal. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.797 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Pursuant to ORS 197.797, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
