The Bull Run Treatment Program will provide safer drinking water to nearly 1 million residents in Multnomah, Clackamas, and Washington Counties. The City of Portland will construct a new filtration water treatment plant and pipelines to deliver treated water to the existing system. Clean Water SRF Funding Project: Applicants who pre-qualify as Bidders are hereby notified that work to be performed under this contract will be in full or in part financed by the Clean Water State Revolving Fund (SRF), administered by the United States Environmental Protection Agency (US EPA) and the State Water Resources Control Board (SWRCB), and the Water Infrastructure Finance and Innovation Act (WIFIA), also administered by the US EPA. Applicants who pre-qualify as Bidders are required to comply with the workforce diversity and equity contracting requirements of the Regional Workforce Equity Agreement and the Construction Diversity and Inclusion Policy, respectively.
