SOLE SOURCE PROCUREMENT

WASHINGTON COUNTY, OREGON SOLE SOURCE PROCUREMENT NOTICE OF INTENT (NO. 2023.038SS) In accordance with Washington County Purchasing Rule 15-060 and ORS 279B.075, Sole Source Procurements, the County hereby gives public notice of its intent to contract for the provision of Emergency Medical Services (EMS) surveillance data and analytics Software with FirstWatch Solutions, Inc. due to special needs or qualifications. Washington County Emergency Medical Services (WCEMS) works with system partners across 3 hospital systems, 5 fire agencies, 9-1-1 dispatch and the 9-1-1 emergency transportation vendor. It is critical that all these partners can share both clinical and operational data so WCEMS can monitor system activities for quality assurance, system efficiency, equitable patient care, and clinical quality improvement initiatives. WCEMS seeks to purchase and use FirstWatch, a cloud based data mining and analysis tool, to streamline and enhance clinical quality improve processes, regulatory compliance and syndromic public health surveillance. This is a unique piece of software that is unmatched in EMS, has been adopted by hundreds of agencies across the country, including neighboring Multnomah, Clackamas and Clark counties. A sole source is required for the following reasons: 1. The FirstWatch system is a single vendor solution providing all the necessary functions and reporting capabilities. First Watch is the only vendor that does this deep data consolidating and visualization for advanced quality assurance and improvement. 2. FirstWatch does not allow any third-party software to attach or plug into theirs. 3. FirstWatch is not available from any other sources (resellers) therefore it must be purchased directly from them. The estimated contract amount is $808,580.00 for an initial duration of five (5) years. Any entity wishing to protest this sole source procurement must do so by 5 p.m. April 07, 2023.
