NOTICE OF PUBLIC HEARINGS CASE FILE NOS. AN-002-23 & ZC-002-23 ROOD BRIDGE PARK RIGHT-OF-WAY

CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NOS. AN-002-23 & ZC-002-23 ROOD BRIDGE PARK RIGHT-OF-WAY NOTICE IS HEREBY GIVEN that two public hearings will be held before the City Council at or shortly after 7:00 pm, at their regular meeting on Tuesday, May 26, 2023. This meeting will be held in person in Conference Room 113 located on the 1st floor at the Civic Center, 150 E Main Street, Hillsboro, AND remotely via Zoom. The City Council will consider a request for annexation of a portion of public Right-of-Way (R-O-W) approximately 0.13 acres in size into the City limits of Hillsboro and a City-initiated Zone Change to apply the City’s R-7 Residential zone upon annexation. The portion of City R-O-W along SE Rood Bridge Road is considered a County Island as all the surrounding properties are located within the City of Hillsboro. Annexation of the R-O-W would bring this island into the City of Hillsboro. The Planning Commission initiated the Zone Change at their regular meeting on April 26, 2023, recommending the City Council apply the R-7 Residential zone upon annexation. The portion of right-of-way to be annexed is located on Washington County Assessor’s Tax Map 1S2-08DD and is generally located on the east side of SE Rood Bridge Road abutting Rood Bridge Park. The property owner and applicant is the City of Hillsboro. The applicable criteria for an Annexation are listed in Metro Code Chapters 3.09.045 and 3.09.050 and Section 12.80.010 of the CDC. The applicable criteria for a Zone Change are listed in CDC Section 12.80.160. The CDC may be viewed online at http://www.hillsboro-oregon.gov/communitydevelopmentcode or in the Planning Division office. The complete application, staff report, and responses to all related criteria for the Annexation and Zone Change applications will be available at https://hillsboro-oregon.civicweb.net/ Portal/ by Thursday, May 11, 2023. Prior to being posted on the City’s website, the City Council staff report for the Annexation will be available after 4:00 pm on Monday, May 1, 2023 and the staff report for the Zone Change will be available after 4:00 pm on Tuesday, May 9, 2023. For more information, or to request copies of the staff report ahead of the documents being posted to the City’s website, please contact Leslie Hamilton, Senior Planner at 503-681-5292 or leslie.hamilton@hillsboro-oregon.gov. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Members of the public wishing to participate in the meeting through electronic means may join the meeting online at https://zoom.us/join and enter the Meeting ID: 851 4863 9488 and Passcode: 932487 or calling 1-253-215-8782 or 1-346-248-7799 from a telephone. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues and should be based on the application or on the approval criteria listed above. ORS 197.797 provides that under certain circumstances, the record may remain open, or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at 150 E Main Street, Hillsboro, OR 97123, or email Leslie Hamilton at leslie.hamilton@hillsboro-oregon.gov, on or before the hearing date. Telephone conversations cannot be accepted as testimony. Please reference the Case File No. on all written testimony. Pursuant to Oregon Revised Statues (ORS) 197.797, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
