The Bull Run Treatment Program will provide safer drinking water to nearly 1 million residents in Multnomah, Clackamas, and Washington Counties. The City of Portland will construct a new filtration water treatment plant and pipelines to deliver treated water to the existing system. WIFIA Project: Applicants who pre-qualify as Bidders are hereby notified that work to be performed under this contract will be in full or in part financed by the Water Infrastructure Finance and Innovation Act (WIFIA) administered by the United States Environmental Protection Agency (US EPA).
