Clackamas County intends to amend its 2017-2021 Consolidated Plan in the following manner: Program Year 2020-2021 (2020 Action Plan) 2020/0033 Clackamas Service Center Homeless Shelter Expansion Project: This construction project will renovate and expand an existing homeless service center for more homeless people to get services including healthcare to prevent the coronavirus from spreading in Clackamas County. The project is funded with $650,000 of Community Development Block Grant COVID 19 (CDBG-CV3). An additional $300,000 Community Development Block Grant funding from contingency funds will be added for this project for a new total of $950,000. The Clackamas Service Center homeless shelter is located at 8800 SE 80th Ave. Portland, OR 97206 in Clackamas County. No other project will be impacted by this amendment. Clackamas County intends to amend its 2022-2026 Consolidated Plan in the following manner: Notice of Substantial Amendment to the Program Year 2022-2023 (2022 Action Plan) Optional Emergency Assistance. The activity cancelled. This activity was listed as part of the 2022/0002 Public Facility Project activities. Emergency assistance to individuals or agencies for emergency assistance due to a fire, landslide, snowstorm, flood or other such emergency. $20,000 of CDBG funds for this project will be re-programed. 2022/0002 Clayton Mohr HVAC System Upgrades. This project is cancelled. Funding to improve ventilation and energy efficiency of the heating and cooling of the residential building for low income homeless veterans. Community Development Block Grant funding of $150,000 will be re-programed for other projects. No other project will be impacted by this amendment. Lead Based Paint Testing 2023-2026: This is a new project and activity to fund lead-based paint testing in residential properties of low-income households who receive Single Purpose Grants, Home Access Grants or Deferred Payment Loans from the Housing Rehabilitation Program. $20,000 of Community Development Block Grants will fund this activity. The $20,000 budget will be expended over 3 years. No other projects will be impacted by this change.
