Health Resources and Services Administration (HRSA) National Institute of Standards and Technology (NIST) NOTICE TO THE PUBLIC OF FINDING OF NO SIGNIFICANT IMPACT For PROPOSED VIRGINIA GARCIA MEMORIAL HEALTH CENTER ENVIRONMENTAL ASSESSMENT 2251 EAST HANCOCK STREET, STE 103 NEWBERG, OR 97132 HRSA PROJECT C8ECS44001 192961-01U In accordance with the National Environmental Policy Act, the Council on Environmental Quality regulations for implementing NEPA (40 CFR Parts 1500 through 1508) and the HHS General Administration Manual Part 30 Environmental Protection (February 25, 2000), HRSA has determined that the Proposed Virginia Garcia Memorial Health Center will have no significant adverse impact on the quality of the human environment. As a result of this FONSI, an Environmental Impact Statement will not be prepared. The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services (HHS) provides funding to support health centers with the expansion and improvement of their physical infrastructure in order to increase their capacity to provide primary and preventive health care services to medically underserved populations nationwide. This proposed activity is supported through funding awarded by HRSA. Virginia Garcia Memorial Health Care Center proposes to use HRSA funding to expand the current 4,200 SF primary care clinic to a 20,592 SF wellness center at 2251 E Hancock Street in Newberg, Oregon. The expansion will add nine exam rooms, six dental operatories, an enlarged pharmacy, multiple conference rooms, care management space, larger lab and phlebotomy spaces, separate medical and dental spaces, a single main entrance to the health center with a covered entry, staff showers, a larger break room and a second-floor exterior space. The expansion will build the north side of the existing health center out to the minimum City of Newberg allowed setback distance from the property line, absorbing much of the existing site’s rear asphalt lot. The eastern half of the south side of the building will also be expanded south, absorbing the existing parking stalls to create lobby and reception areas. The asphalt driveways on the east and west sides of the building will be converted to garden landscape spaces. The applicant submitted an Environmental Assessment (EA) that documents impacts of the proposed action. This EA is incorporated by reference into this FONSI.
